C&A are pleased to have supported the successful planning approval of a new residential development at Bartons Road, Havant, on behalf of Stonebond Properties Ltd.
The approved scheme will deliver 90 new homes, comprising 45 affordable homes and 45 private dwellings, together with associated landscaping, parking provision, and improved site access. The development will regenerate a previously developed brownfield site formerly occupied by Scottish and Southern Energy, bringing much needed housing to the area while supporting local planning objectives.
C&A provided key, multi-disciplinary technical services to support the planning application, including the preparation of a Flood Risk Assessment, Drainage Strategy and a Transport Assessment.
The site had a number of flood risk challenges including a significant surface water flow route running through the site. Working with the masterplanners, we helped develop a layout which maintained this flow path without compromising development. The Flood Risk Assessment and Drainage Strategy demonstrated that flood risk and drainage considerations would not constrain the proposed development and that the site can be developed in accordance with national and local planning requirements.
The assessment confirmed that:
As the proposed development is located within Flood Zone 1, a Sequential Test was not required, a position confirmed by the Local Planning Authority.
The proposed drainage strategy will significantly improve the site’s existing surface water regime by managing surface water flows and reducing runoff rates for storm events with an allowance for climate change. As a result, the development will not increase flood risk elsewhere and is expected to reduce existing downstream flood risk.
Foul drainage will be directed to the existing public sewer network, with any necessary upgrades funded through Southern Water’s infrastructure charging mechanisms.
The assessment concluded that there are no flood risks, surface water drainage, or foul drainage constraints that would prevent the site from progressing through the planning process.
Alongside the flood risk work, C&A prepared a Transport Assessment in accordance with the latest NPPF (2025) policy and Hampshire County Council’s transport guidance.
The assessment followed extensive pre-application engagement with Hampshire County Council and incorporated recommendations received during the consultation process.

The Transport Assessment concluded that there are no sound transport or highway related reasons to refuse the development.
